Effective March 1, 2026, IRCC revised its special measures for Iranians in Canada. The policy now covers work permit holders only — visitors and students no longer qualify. Extensions are valid until March 31, 2027.

Canada's Immigration, Refugees and Citizenship Canada (IRCC) has revised and extended its temporary public policy for Iranian nationals in Canada. Effective March 1, 2026, the updated measures allow eligible Iranian work permit holders to apply for a single work permit extension — but represent the most restricted version of this policy since it was first introduced in 2022 in response to the civil unrest in Iran.

Who Qualifies Under the 2026 Policy

To be eligible, you must meet ALL of the following:

  • You are an Iranian national with a valid Iranian passport
  • You are currently in Canada with valid temporary resident status
  • You currently hold a valid work permit
  • Your initial work permit was issued on or before February 28, 2025
  • You have NOT previously received a work permit extension under any version of this special measures policy

What the Policy Allows

  • A single work permit extension of up to two years
  • Maintained status (implied status) while your application is in processing — you may legally remain in Canada if your permit expires before IRCC makes a decision
  • Standard IRCC processing fees apply — there are no fee exemptions under the 2026 policy

What Is No Longer Covered — Key Changes from Previous Versions

This 2026 update is significantly narrower than earlier versions of the policy. Here is what has been removed:

  • Study permit holders can no longer extend their status or change to a work permit under these special measures
  • Visitor record holders can no longer apply for a work or study permit under these special measures
  • Open work permits are no longer issued under this policy — extensions are tied to the existing work permit category
  • The biometrics and application fee exemptions from 2023–2024 are no longer in effect
  • Second extensions are explicitly prohibited — the one-extension limit is firm

Important Dates

  • Policy in effect: March 1, 2026
  • Policy expires: March 31, 2027
  • Eligibility cutoff: Your initial work permit must have been issued on or before February 28, 2025
  • The policy can be revoked at any time without prior notice

What This Means for Iranians in Canada

For Iranian nationals currently working in Canada on permits issued before March 2025, this policy offers a critical one-time bridge to maintain lawful status while longer-term pathways — such as Express Entry, PNP, or employer-specific work permits — are pursued. However, the narrowing of scope means Iranian visitors and students who relied on previous versions of this policy to change or maintain status will need to pursue standard immigration pathways instead.
