The UK's 2025 Immigration White Paper represents the most significant overhaul of British immigration rules in a generation. The path to Indefinite Leave to Remain now takes 10 years (up from 5), salary minimums rose to £41,700, English requirements jumped to B2, and 111 job roles were removed from the Skilled Worker Visa.

Published in May 2025, the UK government's Immigration White Paper 'Restoring Control Over the Immigration System' introduced the most sweeping changes to British immigration in decades. Implementation is staggered across 2025–2026, but the direction is clear: the UK is raising barriers across every dimension of the immigration process.

Settlement: 5 Years Becomes 10

The most consequential change: Indefinite Leave to Remain (ILR) — the UK's version of permanent residence — now requires 10 years of qualifying residence for most migrants, up from 5 years. Under the new "earned settlement" model, migrants must demonstrate:

  • Sustained employment and National Insurance contributions throughout the period
  • No reliance on public benefits
  • Good English language proficiency
  • Clean criminal record
  • Evidence of community contribution
  • A "time adjustment" system allows the 10-year period to be reduced based on qualifying contributions — specific details still being finalized
  • Exemptions: partners of British citizens, domestic abuse victims, and EU Settlement Scheme applicants remain on the 5-year pathway

Skilled Worker Visa Changes (July 22, 2025)

  • Skill threshold raised to RQF Level 6 (degree level) — 111 previously eligible job roles removed
  • Minimum salary: £41,700/year (£17.13/hour)
  • English language requirement raised from B1 to B2 for Skilled Worker, Scale-up, and High Potential Individual visas (effective January 8, 2026)
  • Immigration Skills Charge increased 32% from December 16, 2025: £1,320/year for medium/large employers
  • Overseas care worker recruitment ended July 22, 2025

What This Means for Applicants Considering the UK

The UK's combination of higher salary floors, stricter English requirements, a doubled settlement timeline, and the removal of 111 job categories fundamentally reduces its attractiveness as an immigration destination — particularly compared to Canada, where Express Entry processing takes as little as 6 months and leads to full permanent residence. For clients currently on a 5-year ILR track, urgent advice is to complete that pathway before transitional rules change.
